Is This a Good Yu-Gi-Oh Counter-Special Summon Deck?

If you're completely ignoring banned lists it's always a good choice to run "fabled" monsters and have Painful Choice in your deck. Painful Choice makes you discard 4 cards after your opponent picks one card for you to add to your hand from your deck (you choose the 5 cards he picks from) and because several fabled monsters get special summoned once they're discarded you get 4 free monsters on your side of the field.
