Why are soldiers still getting blown up by IEDs in Afghanistan?

Do you know what the I in IED stands for? "Improvised"... IED's can be made of anything and everything. They have ways to deactivate them, but the most important defense against them is the soldiers themselves. As soon as the military figures out a way to stop one kind of device, they come up with something else. That's how it works.
