Is it possible for an illegal cell phone service jammer to break a phone?

My teacher used it for a lab in class and right after my phone started acting up and now my battery is completely obliterated. It won't charge no matter what. I've plugged it in and it says it's charging but it's not. It's a $200 phone so I'm pretty angry right now.
